Mr. YUAN Zihuang, born in February, 1961 in Lu’an, Anhui Province, is responsible for the general administration of the University Council.

Upon graduation with a BA degree from East China Normal University in Chinese Language and Literature in 1983, he furthered his study in Tohoku University in Japan as a visiting scholar from 1990-1991 and was enrolled in the training class for young and middle-aged leaders at CPC Central Party School in 2006.

A series of important positions were assigned to Mr. YUAN while he was working in National Academy of Education Administration from 1983-1999, including Deputy Director of Education Administration Research Institute, and Executive Vice Secretary-General, Director of Research-Related Foreign Affairs Division and Secretary of Youth League committee of China Higher Education Administration Research Council.

As a charismatic administrator, he was designated as Director of General Research Division and Deputy Director-General of the Department of Policies and Regulations as well as Conselor-Consul at Education Office, Consulate General of China in Osaka, during his tenure in Ministry of Education from 2000 to 2014.

Mr. YUAN Zihuang’s research areas cover educational administration theories, macro-education policies and Japanese education. He has presided over and participated in many research projects funded by the state and the Ministry of Education. Apart from the compilation of policies and documents, he was also involved in the edition of over 10 books and published some 100 papers.
