The annual HFUT Council for 2014 was held on October 11. With “Comprehensively Deepening Reform, Improving Governance Structure and Building Modern University Institutions” as the theme, members of the Council exchanged their ideas and endorsed “Provisions for HFUT Council (Draft)” after deliberation. Secretary of the HFUT Party Committee Yuan Zihuang was elected as the Chair of the University Council.

Mr. Xu Zongwei, Executive Vice Chair of University Council delivered a report on “Decisions on Comprehensively Deepening Reform”, shedding lights on the purpose, significance, guiding principle, coverage and maintenance mechanism of the reform.

Xu added that the University had identified ten key areas of reform, covering R&D mechanism, two-tiered financial system, personnel system, resource allocation, construction and management of the Xuancheng Campus, engineering-oriented pedagogy, student affairs, logistics management, faculty administration and cadre systems. Based on the ten areas, HFUT will intensify the division of leadership, policy studies and decision-making so as to steer the reform in a coordinated and integrated way. He emphasized that the University will galvanize the efforts of leaders, faculties and students to implement the reform, thus elevating the comprehensive strength and schooling capability to a higher level.

Vice President Wu Yuchen expounded on the draft of the University Council Provisions, clarifying the role, function, responsibility and the organization of the Council and the legal basis and reference of the Provisions.

In the afternoon, members of the Council and other representatives were divided into two groups for the discussion of the Decisions and the Provisions. They suggested launching a campus-wide publicity campaign to form consensus on the reform so as to build an “upgraded version of the HFUT reform”. Other important thoughts such as strengthening undergraduate education, developing crucial technologies in alignment with the major national strategic demands and speeding up the building of HFUT Smart Manufacturing Technology Research Academy were also touched upon. The discussions were concluded by the meeting of the council members, with Chief Accountant Yan Ping and Vice President Liu Zhifeng reporting on the discussions.
